Reform and Implications for the Unification of the Employees¡¯ Pension System in Japan

Abstract
The purpose of this study is to analyze Japan¡¯s unification reform process of the employees¡¯ pension system by Kingdon¡¯s multiple stream model and to draw implications. The problem that caused the pension reform was the public-private gap, and the integration of the entire pension system was converged to the unification of the employee pension, which is a realistic alternative, as it faced the constraint of grasping the income of the self-employed. As a result of the reform, the gap between the public and private sectors has been resolved, and the overall public pension system has been able to achieve financial stability partially. This case of Japan has great implications for Korea, which needs to improve the long-term stability and sustainability of the entire public pension system. The problems with the public pension in Korea are similar to those before the reform in Japan, but if they are to be improved in the same way, the improvement of balance structure of the national pension must be improved in advance or at least in parallel. In addition, for the success of pension reform, high public demand and actors such as political parties or the government with a firm will for reform are required.
